Abstract: Problems of modern strategic thinking and strategic planning in Russia are considered and the new model of system characteristics of strategic thinking is offered. The paradox of weak development of strategic plans and strategies in Russian companies in contrast to other countries is analyzed. A number of specific features of the modern Russian market system, including intended keeping of low competitiveness, closeness of many markets for producers from other countries, low business activity of the significant part of the population and other reasons are examined. Causes of market deformations are shown, including insufficient use of intellectual labour potential in economic processes, domination of low tech business. Three most probable strategic scenarios of Russian economy development as a result of the Russias joining WTO are given.
