Abstract: The article considers development of the largest Southern Korean electronic industrial complex in Kumi. An analytical method used in the article is the cluster approach that allows to carry out a full analysis of economic processes and relations. Special attention is paid to the most important elements of high tech cluster development: the State and large corporations. The role of the State is to carry out an efficient industrial and innovative policy and to create a necessary infrastructure.
