Abstract: This article gives a biographical sketch of G.V. Romanov, a director of the former Leningrad region. The author primarily focuses on Romanov's conflicts with the central Soviet bureaucracy whose policies were often in contrast to the needs of local citizens. Emphasis is also given to Romanov's innovative management techniques which exploited a holistic socio-economic approach. The article concludes by demonstrating the relevance of Romanov's ideas and managerial experience for some contemporary problems of the Russian Federation.
