Abstract: The article describes development of banks as key participants of the Government debt market in the Russian Empire. The end of the XIX century is a period of rapid growth of financial system in Russia, and private commercial banks in particular. They became largest underwriters of State and railway loans, both inside and outside Russia. Russian banks cooperate with the world banking community, widespread types of services are provided for clients at the Government debt market. The article also analyses the role of the Government and the State bank in the improvement of the Government debt structure.
