Abstract: The article deals with the modernization of national higher education system (NHES) and represents a model of administration system for NHES modernization. This system is described by the following parameters: modernization of national higher education system as an object of administration; participants of NHES modernization process as subjects of administration; decisions on NHES modernization worked out and implemented by the subjects as managerial decisions.
