Abstract: In the article, some specific features and results of implementing ideas of strategic management in cities under the value-based approach are analyzed. Principal opportunities for the balanced scorecard elaboration in municipalities of cities are in detail marked. Some ways of using foreign practice for improvement of the city management in Saint Petersburg are shown.
