Abstract: The author analyses several recent global trends in real estate markets and urban development regulation, including such subjccts as: the influence of global financial markets, speculative bubbles, the increase in complexity and uncertainty of property rights, flexibility of planning, transfer of development rights, and the use of «permits through negotiation». It is claimed that these are the factors which have led to an increase in the fragmentation of the urban space. In the Russian context, such trends have taken on a special significance which is largely due to the peculiar shape of the Russian transition process as well as particularly strong resistance from several key social groups to attempts to privatize landholding rights. Analysis of these aspects allows the author to formulate recommendations for the implementation of measures concerning the facilitation of investment in urban development and the prevention of further fragmentation of the urban space.
