Abstract: Contemporary problems coserning Latin American countries external debts regularization are analysed in the article. As the result of the analysis the author 185 comes to the conclusion that the greatest part of the debts was connected and caused by neoliberal reforms that took place in those countries. That initial premise explaines measures for Latin American countries to overcome their debt crises.
