Failure of the states: the causes and manifestations

Abstract: The paper states the necessity to consider various causes of establishing a failure of the state with regard to state policy resulting in inefficient outcome and fiasco states themselves and their manifestations. The author argues that it is necessary for development of their improving strategy.
