The Role of Companies in Human Capital Accumulation: A Cross-Country Analysis

Abstract: The development of human capital in forms in which it accumulates can be effectively investigated through a case study of the participation of the adult economically active adult population in lifelong learning. This study is devoted to assessing the involvement of managers and employees at Russian companies in lifelong learning and the role of Russian firms in organizing this type of education compared with practices in the European Union (EU) and the OECD. The paper is based on a comparative analysis of international sociological surveys and a survey of Russian employers in six sectors of economy, conducted by National research Research university University HSE and the Levada Center as a part of project ‘Monitoring of Education Markets and Organizations’1, with the support of the Russian Ministry of Education and Science.
