Преференциальная торговля продукцией деревообработки в условиях формирования ЕАЭС

Abstract: Исследованы условия для развития преференциальной торговли продукцией деревообработки в таких интеграционных объединениях с участием Республики Беларусь, как Содружество Независимых Государств, Таможенный союз и Единое экономическое пространство в рамках Евразийского экономического сообщества (далее ЕврАзЭС), Евразийского экономического союза. Дана характеристика состояния взаимной торговли и влияния на нее ограничительных мер тарифного и нетарифного характера. Сохранение вывозных таможенных пошлин при экспорте продукции лесопромышленной отрасли Республики Беларусь за пределы таможенной территории ЕврАзЭС не способствует развитию производственной кооперации и специализации на общем экономическом пространстве СНГ. Даны рекомендации отечественным производителям продукции деревообработки принимать во внимание отдельные вызовы интеграционного процесса, и в частности снижения уровня тарифной защиты общего рынка интеграционных объединений с участием Республики Беларусь, вследствие либерализации мировой торговли. Обосновано мнение о том, что участие Республики Беларусь в Евразийском экономическом союзе (далее ЕАЭС) будет способствовать обеспечению «безбарьерной» взаимной торговли между государствами членами ЕАЭС, развитию многосторонних торговых отношений в зоне свободной торговли СНГ, формированию торговых отношений с другими странами мира на преференциальной основе.The conditions of the development of the preferential trade of the woodworking’s production in such integrations with the participation of the Republic of Belarus as Commonwealth of Independent States and Common Economic Space within the framework of Eurasian economic community (EurAsEС), EAEU have been examined. The characteristics of the condition of the mutual trade and the restrictive tariff and non-tariff measures’ influence on it has been given. Preservation of export customs duties when exporting products forest industry of the Republic of Belarus outside the customs territory of the EurAsEС is not conducive to the development of industrial cooperation and specialization in the common economic space of the Commonwealth of Independent States. Recommendations are given to domestic producers of wood products to take into account the individual calls of the integration process and, in particular, to reduce the level of tariff protection of the common market integration associations with the participation of the Republic of Belarus due to the liberalization of world trade. Substantiated the view that the participation of Belarus’ participation in the Eurasian Economic Union will contribute to the “barrier-free” trade between countries members of the EAEU, the development of multilateral trade relations in the Free Trade Area of the CIS, the development of trade relations with other countries in the preferential basis.
