Abstract: Современная глобальная экономика описывается концепцией когнитивного капитализма, в соответствии с которой, на фоне трансформирующихся факторов производства, основным источником добавленной стоимости выступают знания в форме инноваций. Вопрос о влиянии технологий и инноваций на экономическое развитие противоречив, и в статье рассмотрена эволюция взглядов на факторы экономического роста. Изначально считалось, что конвергенция в глобальной экономике происходит быстро и автоматически, а технология общественное благо, находящееся в свободном для всех доступе. Позже было сформулировано мнение, что в технологической конвергенции нет ничего автоматического, и она требует организационных и институциональных изменений. Был добавлен такой фактор, как «переходная динамика»: т. к. начальные условия обычно различаются, страны могут развиваться в разных темпах. Однако и в таком рассмотрении значительная часть экономического роста остается необъясненной и классифицируется как «остаточный фактор». Сейчас за интегрированный показатель социально-экономического развития страны признается индекс развития человеческого потенциала ИРЧП. В качестве основных инновационных факторов, влияющих на развитие ИРЧП, выбираются такие показатели, как количество патентов, интернет-серверов на 1000 чел., численность ученых и инженеров, экспорт высокотехнологичных товаров и проч. Несмотря на множество подходов к выделению и оценке влияния инновационных факторов на экономическое развитие стран, неоспоримой является важность и необходимость преобразований, как в развитых странах, так и в странах с низким и средним уровнем развития человеческого потенциала.The modern global economy is described by the concept of cognitive capitalism, according to which, against the background of transforming the factors of production, the main source of IP-added value are the knowledge in the form of innovation. The question of the impact of those technologies, and innovations on the economic development of the contradictions and article examines the evolution of views on the factors of economic growth. Initially it was thought that the convergence of the global economy is fast and automatically and technology is a public good in free access for all. It was later formulated the opinion that there is nothing technological convergence of automatic, and it requires organizational and institutional changes. Was added that factor as «transitional dynamics»: because of the initial conditions are usually different, countries may develop at different rates. However, in such a significant part of the consideration of economic growth remains unexplained and is classified as «residual factor». Now for the integrated index of socio-economic development of the country recognized the Human Development Index HDI. The main innovation factors affecting the development of the HDI, selected indicators such as the number of patents, Internet servers per 1000 people, the number of scientists and engineers, the export of high technology products and so on. Despite the variety of approaches to the isolation and evaluation of the impact of innovation factors on the economic development of countries is undeniable importance and the need for change, both in developed countries and in countries with low and medium levels of human development.
