Abstract: Досліджено співвідношення економічного та соціального аспекту розвитку територій. На основі аналізу визначено підходи до розробки програми управлінських дій.Исследованы соотношения экoномического и социального аспектов развития территорий. На основе анализа определены подходы к разработке программы управленческих действий.The author investigates the relationship between economic and social aspects in development of territories. Based on the analysis, the approaches to elaboration of the programme of administrative actions are defined.
