Abstract: The Problems of the shaping in Russian innovation economy are conditioned that that without innovate impossible shaping her efficient structure and provision to high competitiveness. The Success of the decision of this problem in significant measure depends on degree of the activations innovation process, shaping and realization efficient innovation to models. This means that modern world trends are connected with transition to new type of the economic development, founded on unceasing change and renovation of the production base, technology, goods and services, but innovate change in his main vector.
