Abstract: Separate problems, existing in organizations and financing the secondary education of the rural population of the Altaic area require the immediate decision. One of such decisions is a transition to budgeting, oriented on result. This is a normative address financing the institutions of the general education, which allows to a considerable extent to relieve checking for actual use and quality provided to budgetary services
