Abstract: This article presents the basic problems of formation of the production program in conditions of crisis. Production program is influenced various manage systems, including sales, logistics, supply by raw material. The petrochemical enterprises are dependent on the prices for oil, and the basic majority Russian petrochemical enterprises are in a crisis situation. So they have to plan their production not only with a maximization of profit, but with a positive cash flow.
