Abstract: Статья посвящена вопросам развития федеративных отношений, и прежде всего вопросам конкретизации целей децентрализации системы государственного территориального управления, основной задачей которой является расширение полномочий органов власти субъектов Федерации в направлении выравнивания уровня жизни населения регионов.The article is devoted to the development of Federal relations, and above all matters specifying the objectives of the decentralization of the system of state territorial administration, whose main task is the extension of the powers of the authorities of subjects of the Federation in the direction of alignment of the level of life of population in the regions.
