Abstract: Basis of dynamical social and economic development of any country is formation of unique economic space on the basis of the regional markets. The concept regional economy has passed some stages of formation and on modern an innovative stage it is necessary to develop new approaches to the decision of modern problems. On rates of development of regions directly depends, whether Russia can pass to innovative economy. Social and economic development of regions collides with set of negative factors which rates gain of economy essential brake. Problems are considered by way of their importance.
