Abstract: the article presents vital questions of budget process and budgeting system of the Russian Federation to be reformed. The author reveals main trends of budget expenses improvement in compliance with the Russian Federation Program. The attention is paid to the application of corporate management methods to government sector which improves efficiency of the last and of state and municipal services, as a consequence.
