Programs of preferential leasing of technique for agricultural producers - direct state support of domestic engineering industry

Abstract: Now in the Republic of Belarus (RB) decrease in sale and as a result reduction to sales level of a domestic production of various technique used in agriculture is noted. The similar tendency is observed and in other countries of the Euroasian economic union. With Russia's accession to the World Trade Organization the Belarusian production enterprises are more narrow since the beginning of 2015 experience difficulties with sales of products of mechanical engineering, first of all because of reduction of demand for it in Russia as main Belarusian external economic partner, and also in Kazakhstan, Ukraine and other CIS countries. In this regard producers of technique with assistance of the state are compelled to be guided and by other more distant foreign markets. The State programs operating today on increase of technical equipment of the domestic agricultural organizations within Decrees of the President of RB are urged to help with acquisition of technique on favorable terms not only to agricultural enterprises and to farmers, but also directly producers of machine-building technique to help to increase sale of the production in domestic market. In article a number of serious problems of the financial and organizational plan is lifted: low solvency of the domestic agrarian enterprises; accounts payable problems on leasing; problems of the guaranteed return of leasing payments, and also problems of unefficient use by agricultural producers of new high-performance and power saturated technique, etc.
