Abstract: In article theoretical aspects of formation of interaction of agrarian business and the state are considered. With use of process and system approach in article the essence and content of interaction of agrarian business and the state are defined. It is shown that the main participants of interaction are agrarian enterprise structures of various forms of ownership and managing, and also their association and bodies executive, legislature, the public and municipal administration, control and supervising and fiscal authorities. Proceeding from the legal, social and economic functions realized by agrarian business and the state main objectives and problems of formation of system of interaction which can form a basis for improvement of motivational mechanisms of creation of partnership are defined.
