Abstract: The article analyses the competition situation in Voronezh regional labour market, and it was summarized that the competition is highly intensive. Besides the unemployment level the absence of clear proportions between the wages and qualification requirements to the personnel within various branches of economy is noted. According to the author's opinion, an employer under the current conditions cannot afford to keep aloof of both employees' competency formation process and stimulation of their application for business goal achievement. However, the concept of life-long education makes it impossible to deny the necessity and importance of new competence formation and existing competence improvement. These two types of activities may and must be combined effectively throughout the whole career of an individual.
