Abstract:
The purposes, tasks, the current state and results of fishery research (scientific fishery) are considered in case of the Arkhangelsk region. Researches in this sphere, including studying of a stock status of water bioresources and the environment of their dwelling, regularities of distribution and dynamics of number of fishes, development of recommendations about rational inventory management are a basis for functioning of a fishery complex. Consideration of granting water bioresources in use, comparison of the bases for implementation of scientific fishery (the program of performance of work, the annual plan of carrying out resource researches of water bioresources, decisions on granting them in use, permissions to catch of water bioresources) is carried out. The comparative analysis of standard contents of such documents is carried out. The conclusion is drawn on considerable extent of coincidence of their contents, on the basis of the carried-out analysis. The recommendations about improvement of the mechanism of management of fishery based on removal of excess administrative barriers by an exception of delivery of permission to implementation of scientific fishery are created.
