Development of the system of indicators for monitoring of innovative activity

Abstract: Original innovation monitoring system is proposed in this article. Features and disadvantages of the most frequently used methods of evaluating innovative activity at the macro level are identified on the benchmarking analysis basis. Scalable ranking of G20 countries was conducted to compare the results of the Global Innovation Index and The Bloomberg Innovation Index. As a result, we determined that the significant differences in the final results are not observed. The conclusion that the quantity of indicators is neutral in the innovation analysis. Author identified two groups of indicators and the weight of each indicator based on the method of «discounting the innovative results» and author offer the weight of the current innovative results to evaluate higher than the resources for the future innovation.
