Abstract: В статье на основе анализа законодательства РФ об обращениях граждан и практики работы с ними, в том числе в Ростовской области, обоснована необходимость повышения правового статуса обращений граждан и правовых гарантий их реализации, формирования целостной системы обобщения и распространения положительного опыта работы с обращениями граждан в системе государственного и муниципального управления. Анализируется работа исполнительных органов власти в Ростовской области.On the basis of analysis of the legislation of the Russian Federation on citizens and practice with them, including in the Rostov region, the necessity of improving the legal status of citizens' appeals and legal guarantees of their implementation, the formation of an integral system of compilation and dissemination of positive experience with citizens in the system state and municipal government.
