Abstract: Статья раскрывает теоретические аспекты концессионных соглашений, как одной из основных форм государственно-частного партнѐрства. Концессия рассматривается как наиболее эффективный инструмент модернизации сектора коммунальных услуг.Article reveals the theoretical aspects of the concession, as one of the main forms of public-private partnership. Concession is regarded as the most effective tool for modernizing the utilities sector.
