Abstract: The article outlines the future considerations for budgeting in Russia and analyzes the reasons of unsatisfactory quality of budgeting in companies. The author describes the procedures which combine functions and tasks of financial strategies matrix, KPI system and budgetary management; the technique allows to harmonize the goals of strategic and tactical planning. The author suggests ways to integrate elements of risk management with those of budgeting.
