Abstract: The article provides a comprehensive description of the organizational/economic and legal measures involved in the Federal purpose-oriented Program Enhancing road safety in 2006-2012. The author analyses the structure of financing sources and the dynamics of expenses in various execution periods. The author has developed methodology and a special technique for the calculation of the volume of co-financing the measures funded by federal budget, which can be done by the constituent entities of RF; their contribution will be based on the integrative value of indicative criteria; the research justifies the principle of ranking the regions according to the seriousness of consequences of road traffic accidents compared to the average figures for Russia; the article also proves the need to specify the functions of the state principal of the Program; the author puts forward a proposal on the introduction of alterations into the Budget Codex of Russian Federation.
