Abstract:

The paper is focused on the specific features of the Russian Federation budget process in the geopolitical and internal risks environment. The subject of research is the federal budget for 2015 and the following years of 2016 and 2017 and its structure. The revenues and expenditures of the federal budget are analyzed. The purpose of research is to identify the specific features of the Russian budget formation taking into account the current geopolitical situation and problems existing in the economy as well as the definition and systematization of the principal internal and external risks that may affect the budget execution.The conclusion made by the author highlights the necessity for more decisive transition from the existing raw materials model of the economic growth with its reliance on high prices and demand for oil, which makes the economy vulnerable and threatens the federal budget balance, to a more effective innovation-based economic model. To this end, the Russian budget policy should be focused on the innovative economic development.

Статья посвящена рассмотрению особенности бюджетного процесса при формировании бюджета Российской Федерации на 2015 г. и последующие два года с учетом геополитических и внутренних рисков. Предмет исследования - федеральный бюджет Российской федерации на 2015 г. и последующие 2016-2017 гг. и его структура. Проанализированы доходная и расходная части федерального бюджета. Цель исследования - выявление особенностей формирования российского бюджета с учетом сложившейся геополитической обстановки и проблем существующих в экономике, определение и систематизация основных внутренних и внешних рисков, которые могут повлиять на исполнение бюджета.Сделан вывод о необходимости более интенсивного перехода от существующей сырьевой экономической модели экономического роста, опирающейся на высокие цены и спрос на нефть, которая делает нашу экономику уязвимой и оказывает большое давление на сбалансированность федерального бюджета, к более эффективной инновационной экономической модели, и для этого бюджетная политика России должна быть ориентирована на инновационное развитие экономики.
