Abstract:

The paper substantiates the necessity and describes the organization of the state regulation of monetary processes in different countries in the face of new challenges. The purpose is to find an effective option of the state regulation of monetary processes. The specific features of international practices ensuring successful implementation of the state regulation of monetary processes.are considered. The analysis revealed problems related to the state regulation of monetary processes run by the Bank of Russia arising in transition to inflation targeting followed by the floating exchange rate and foreign currency interventions. To overcome these problems, the following measures are proposed : increasing the required reserve ratio for commercial banks and interest accruals on balances held in accounts at the central bank. The results of the research can be used for further developments aimed at optimization of the state regulation of monetary processes.

В статье обоснована необходимость и рассмотрена организация государственного регулирования монетарных процессов в разных странах в условиях новых вызовов. Целью работы является выявление эффективного варианта организации государственного регулирования монетарных процессов. Рассмотрены особенности международной практики, которая содержит ряд примеров достаточно успешной реализации государственного регулирования монетарных процессов. На основе проведенного анализа выявлены проблемы государственного регулирования монетарных процессов Банка России, связанные с переходом к таргетированию инфляции, сопровождаемые плавающим курсом и проводимыми валютными интервенциями. Для преодоления этих проблем предложены следующие: увеличение нормы обязательного резервирования для коммерческих банков и проведение начислений процентного дохода на остатки, хранящиеся на счетах в центральном банке. Результаты исследования могут быть использованы для дальнейшей проработки вопроса оптимизации государственного регулирования монетарными процессами.
