Abstract:

The article focuses on the development and future use of the matrix of financial flows (MFF) to assess the economic multiplicative effects in the economy of the region. The MFF is based on the balance model built using the methodology of national accounts. The article describes in detail the process of constructing the MFF and discloses the contents of each element. The technique of transforming the matrix of financial flows in the system of multipliers that allows to analyze interrelations between the regional reproductive system and institutional sectors as well as to predict the effect of exogenous factors on the economic performance of the territory. The case study of the Sverdlovsk region shows the origin and spread of multiplicative economic effects caused by an exogenous increase in investments funded from the federal budget. The authors point out advantages, disadvantages, and potential areas for future application and further development. Accounting for multiplicative effects will enhance the efficiency of fiscal policy measures which are taken at both the federal and regional levels.

Статья посвящена вопросам разработки и дальнейшего использования матрицы финансовых потоков (МФП) для оценки экономических мультипликативных эффектов в экономике региона. Основу матрицы финансовых потоков составляет балансовая модель экономики, построенная с применением методологии системы национальных счетов. В статье подробно описывается процесс построения МФП, раскрывается содержание каждого элемента. Представлена методика трансформации матрицы финансовых потоков в систему мультипликаторов, позволяющих проводить анализ взаимосвязей региональной воспроизводственной системы и институциональных секторов, а также прогнозировать влияние экзогенных факторов на экономические показатели территориального развития. На примере Свердловской области показаны процессы возникновения и распространения мультипликативных экономических эффектов в результате экзогенного увеличения инвестиций, финансируемых из федерального бюджета. Раскрыты преимущества, недостатки, а также потенциальные направления развития данного направления. Учет возможных мультипликативных эффектов позволит повысить качество предпринимаемых мер налогово-бюджетной политики как на федеральном, так и региональном уровнях.
