Abstract:

The paper examines mechanisms that may be used for improving the system of regional land resources management. The subject of research is the role and place of the public-private partnership in land relationships at the regional level and its development trends. The scope of research involves the study of statistical data concerning the state of the partnership relations between the government bodies and private investors arising in the practice of land utilization at the regional level. The purpose of research is to identify the main problems in the management of regional land resources and to forecast development trends of the land use to improve the efficiency of investment projects through public- private partnerships.The paper also analyzes the experience of using the public-private partnership mechanism in the development of strategic sectors of the economy, provision of public services at the level of individual regions and socio-economic development of territories.It is concluded that the public-private partnership contributes to improvement of the investment potential of regional areas and alleviation of investment risks in the region. A substantial increase in the public-private partnership impact on investment activities in the crisis and post-crisis period is highlighted.

Статья посвящена рассмотрению механизмов совершенствования системы управления региональными земельными ресурсами. Предмет исследования - роль и место государственно-частного партнерства в развитии земельных отношений на региональном уровне и тенденции его развития. Тематика статьи охватывает исследование статистического материала о состоянии партнерских отношений государственных органов и частных инвесторов при землепользовании на региональном уровне. Цель работы - выявить основные проблемы управления региональными земельными ресурсами и спрогнозировать направления развития землепользования для повышения эффективности инвестиционных проектов в рамках государственно-частного партнерства. В работе проанализирован опыт применения механизма государственно-частного партнерства в развитии стратегически важных отраслей экономики, предоставления общественных услуг в масштабах отдельных регионов, социально-экономического развития территорий. Сделан вывод о влиянии государственно-частного партнерства на повышение инвестиционного потенциала региональных территорий и снижение инвестиционного риска региона.
