Abstract:

Relevance. The analysis of normative and other acts regulating the legal framework of public administration allows to conclude with full confi e that the term «administration» has entered into scholarly circulation and practice of law enforcement. In this regard, the legal content of public administration takes on new meaning filled with special content and, therefore, requires further study.Results. A survey of categorical concepts of the same order such as «management», «state governance», « state administration», «public administration» has permitted the author to define their relationship and differences, as well as to elucidate the nature and content of these concepts. In the author’s opinion, the term «public administration» has a broader interpretation and its content practically encompasses three previous categories.Prospects. The proposed approach to the interpretation and essence of the concepts «management», «state governance», «state administration»,«public administration» has the theoretical and practical values as it is a great contribution to the social management theory and the practice of public administration.

Актуальность. Анализ нормативных и иных актов, регламентирующих правовые основы деятельности государственных администраций, позволяет с полной уверенностью констатировать, что в научный оборот, а также практику правоприменительной деятельности вошел термин «администрирование». В связи с этим правовое содержание публичного администрирования приобретает новый смысл, наполняется особым содержанием и требует дальнейшего изучения.Результаты. На основе проведенного исследования категориального ряда однопорядковых понятий «менеджмент», «государственное управление», «государственное администрирование», «публичное администрирование» автором определены их взаимосвязи и отличия, а также раскрыты сущность и содержание данных понятий. Установлено что термин «публичное администрирование» имеет более широкое толкование, охватывающее своим содержанием три предыдущих категории.Перспективы. Предложенный автором подход к изучению сущности и раскрытию содержания понятий «менеджмент», «государственное управление», «государственное администрирование», «публичное администрирование» имеет теоретическую и практическую значимость, так как вносит вклад в теорию социального управления и практику государственного администрирования.
