Abstract:

The paper gives a comprehensive assessment of quantitative and qualitative characteristics of influence and summarizes the findings ofthe research carried out by researchers of the Financial University with the purpose to work out proposals on improving the mechanisms of interaction between the government and business structures. The territories where big businesses (particularly mineral companies) are headquartered are becoming the crosspoints of the interests of different social groups in terms of distribution of resources and the social product. The paper analyzes the Russian practice of «incorporating» the responsible business into the social fabric of regions, substantiates the need to achieve the balance of economic, social and environmental interests of regions based on the interaction between government authorities, large business organizations and public associations. The designated targets can be achieved by creation of an integrated model of interaction between the government and businesses that contributes to the growth of the regional economic potential and life quality improvement through mastering new technologies of the business involvement in the solution of social problems.

В статье дается комплексная оценка количественных и качественных характеристик влияния и подводятся итоги научно-исследовательской работы, выполненной учеными Финансового университета, по выработке предложений по совершенствованию механизмов взаимодействия власти и бизнес-структур. Территории базирования крупного бизнеса (особенно сырьевой специализации) становятся местом пересечения интересов различных социальных групп по поводу распределения ресурсов и общественного продукта. Достоинством представленной статьи является анализ российской практики «инкорпорирования» ответственного бизнеса в социальную ткань регионов, обоснование необходимости достижения баланса экономических, социальных, экологических интересов субъектов на основе конструктивного взаимодействия органов государственной власти с крупными бизнес-структурами и общественными объединениями. Обозначенные ориентиры могут быть достигнуты посредством создания комплексной модели взаимодействия власти и бизнеса, способствующей наращиванию регионального экономического потенциала, повышению уровня и качества жизни населения за счет освоения бизнесом новых технологий решения социальных проблем.
