Abstract:

The paper describes the results of the first industrialization in 1930-1940s; the main measures taken to ensure the state administration of some industries and the national economy as a whole during the Second World War and post-war recovery. Further, it analyzes the main global experiments in the Russian economy in 1960-1980 and traces the functional management of the economy during the transition period of the 1990s. The investigation into the experience of domestic and foreign companies has permitted to develop an optimal administration system for national industry through the effective combination of industrial, functional and programmatic approaches to the administration. The authors suggest solutions to improve the administration of national industry and to provide for the implementation of its development strategy.

В работе приводятся результаты первой индустриализации промышленности в 1930-1940-х гг. Рассматриваются основные меры, направленные на мобилизацию управления промышленности и экономики в целом в период Второй мировой войны и послевоенного восстановления народного хозяйства. Анализируются основные глобальные эксперименты в экономике 1960-1980-х гг. Прослеживается развитие функционального управления экономикой в переходный период 1990-х гг. На основании проведенного исследования опыта работы отечественных и зарубежных компаний предлагается оптимальная система управления промышленностью на основе эффективного сочетания отраслевого, функционального и программного подходов к управлению промышленностью. Даются предложения по совершенствованию управления промышленностью и реализации стратегии развития национальной индустрии.
