Право // Economics, taxes & law, 2015, issue 5, 108-114 Abstract: The subject of study is the role of the institution of financial literacy under conditions of increased economic risks and instability of the economic system. The purpose of the work is to determine the structure of the institution of financial literacy and peculiarities of its creation in the Russian Federation at the current stage. The study uses the methods of formal logic and systematic approach. The main cause of economic turbulence is a contradiction between speeds of financial capital and real capital and this contradiction is further aggravated due to low financial literacy of the population combined with an expanded access to financial instruments. Hence, the growing importance of financial literacy institution dedicated to reduce financial risks and economic instability. The paper identifies and describes the elements and subjects of the financial literacy institution, considers different levels of translation of financial knowledge. The author notes the absence of systemic financial education in the Russian practice. The analysis of data from various sources made it possible to set out criteria and indicators to evaluate the effectiveness of the Institution as follows: mitigation of the effects of asymmetric information, increase in savings and investment activities of the population and higher productivity. Another problem concerning the institution of financial literacy is how to act: to create or to import such an institution. Предметом исследования является роль института финансовой грамотности в условиях увеличивающихся финансовых рисков и нестабильности экономической системы. Целью работы явилось определение структуры института финансовой грамотности и особенностей его формирования в Российской Федерации на современном этапе. В ходе исследования использовались методы формальной логики и системный подход.Основной причиной экономической турбулентности названо противоречие между скоростью движения финансового и реального капиталов, которое усугубляется низкой финансовой грамотностью населения на фоне расширения доступа к финансовым инструментам. Следовательно, возрастает значение института финансовой грамотности в снижении финансовых рисков и экономической нестабильности.В работе определены и охарактеризованы элементы и субъекты института финансовой грамотности, рассмотрены уровни трансляции финансовых знаний. Отмечено отсутствие системности финансового образования в российской практике. На основе анализа данных различных исследований предложены критерии и показатели оценки эффективности института: снижение последствий асимметричности информации, повышение сберегательной и инвестиционной активности населения, а также увеличение производительности труда. Поднята проблема выбора между формированием собственного института финансовой грамотности и его импортом.
