Abstract:

The paper analyzes the provisions of Federal Law No. 473-FZ „On Territories of Priority Social and Economic Development in the Russian Federation” of 29.07.2014, reveals the specifics of delineation of priority development territories (PDTs) in the Far East and considers the issues of establishing commercial and non-profit organizations, development of investment and business programs in the areas of the Far Eastern Federal District. The target indicators and performance indices of selling goods and provision of services in accelerated development areas were analyzed within the framework of the federal target program „The Economic and Social Development of the Far East and the Baikal Region until 2025”. It is concluded that the construction of a free port will contribute to the creation of a favorable competitive environment in the region.

В статье проанализированы положения Федерального закона от 29.07.2014 № 473-ФЗ «О территориях опережающего социально-экономического развития в Российской Федерации», выявлена специфика выделения территорий опережающего развития на Дальнем Востоке, рассмотрены вопросы создания коммерческих и некоммерческих организаций, разработки программ инвестиционной и предпринимательской деятельности в субъектах Дальневосточного федерального округа.В рамках федеральной целевой программы «Экономическое и социальное развитие Дальнего Востока и Байкальского региона на период до 2025 года» рассмотрены целевые индикаторы и показатели эффективности реализации товаров и услуг на территориях ускоренного развития.Сделан вывод о том, что создание свободного порта позволяет создать в регионе благоприятные конкурентные условия.
