Abstract:

The paper analyzes the factors of regional development in the time of the innovative economy development. The author’s concept of new type regions as the basis for innovative development of the country is described; their specific features are demonstrated, advantages are proved and their role in the national economy of Russia is shown. Factors of the regional growth based on innovations, infrastructure and human capital are identified. The development and combination of these factors is an important precondition for the emergence of new type regions.A multi-scenario mechanism for the development of regions into a new type depending on chosen targets for the expanded reproduction of the human capital has been developed and substantiated. The tools to assess the effectiveness and efficiency of a region based on innovation-oriented development have been proposed and tested.

Статья посвящена исследованию факторов регионального развития в условиях становления инновационной экономики. Представлена авторская концепция о регионах нового типа как основы инновационного развития страны, сформулированы их признаки, аргументированы преимущества и показана роль в национальной экономике России. Выявлены факторы регионального роста, имеющие в качестве основы инновации, инфраструктуру и человеческий капитал, развитие и сочетание которых является важным условием появления регионов нового типа. Разработан и обоснован мультисценарный механизм развития регионов в новый тип в зависимости от решаемой цели в отношении расширенного воспроизводства человеческого капитала. Предложены и протестированы инструменты, позволяющие оценить эффективность и результативность развития регионов на основе инновационно ориентированного развития.
