Abstract:

The paper investigates the structural problems of the Russian banking system. The statistical data analysis has revealed a high concentration of banking institutions, assets and risks in the Moscow region, as well as in the country’s largest banks dominating the banking market. It is concluded that bank performance indicators in the regional aspect demonstrate a better stability of regional banks to external shocks, which, in combination with their focus on solving economic problems facing the region, makes regional banks an indispensable element of the national banking system. Amendments to the government approach to the regulation of the regional segment of the domestic banking system are proposed.

В статье рассмотрены структурные проблемы национальной банковской системы России. На основании анализа статистических данных выявлен высокий уровень концентрации банковских учреждений, активов и рисков в Московском регионе, а также в крупнейших банках страны, доминирующих на банковском рынке. Сделан вывод о том, что показатели деятельности банков в территориальном разрезе свидетельствуют о лучшей устойчивости региональных банков по отношению к внешним шокам, что в сочетании с их более высокой ориентированностью на решение экономических задач, стоящих перед регионами, делает региональные банки необходимым элементом национальной банковской системы. Предложены изменения в государственный подход к регулированию регионального сегмента отечественной банковской системы.
