Abstract:

In the face of new challenges to the economy the social and economic development of the Russian Federation territories is becoming a major task for state and municipal administrations. One of the best known and sufficiently effective tools to promote the investment activity of economic entities is the establishment of regional special economic zones in the territories of the Russian Federation subjects.The preparation of feasibility studies requires a serious evaluation of the infrastructural facilities and the resource capacity. Today, local organizations and domestic investors are becoming the main players in these preferential taxation areas.The relevance of the subject addressed in the paper is due to the fact that the establishment of special economic zones of the regional level requires careful development of the feasibility study. Therefore, the purpose of the paper is to examine the contents of the feasibility study and problems arising in the course of its development.

Обеспечение социально-экономического развития территорий Российской Федерации становится важнейшей задачей органов государственного и муниципального управления в условиях новых экономических вызовов экономике. Среди инструментов стимулирования инвестиционной активности субъектов экономической деятельности наиболее распространенным и достаточно эффективным можно назвать создание на территориях субъектов Российской Федерации особых экономических зон регионального уровня.Подготовка их экономического обоснования требует серьезной проработки инфраструктурного обеспечения, ресурсного потенциала. При этом на сегодняшний день основными участниками таких территорий льготного налогообложения все чаще становятся местные организации и отечественные инвесторы.Актуальность темы данной статьи обусловлена тем, что при создании особых экономических зон регионального уровня необходимо тщательно подходить к разработке экономического обоснования. Поэтому целью статьи является рассмотрение содержания экономического обоснования и вопросов, возникающих в процессе его разработки.
