Abstract:

The paper analyzes the compliance of economic development strategies of Russian regions (federal districts, Russian Federation subjects, municipalities) with the population dynamics of the respective areas. It has been revealed that the plans for job creation and housing construction strategies do not always correspond to the current trends in the population dynamics. The most significant discrepancies are observed in rapidly depopulating regions or in regions with a significant increase in the number of inhabitants. In the Far East of Russia the population is shrinking, which hampers the economic development. In the Moscow region, on the contrary, the demographic development outpaces the economic growth, and in the future this will lead to higher unemployment.

В статье проанализировано соответствие стратегий экономического развития регионов России разного уровня (федеральных округов, субъектов Российской Федерации, муниципальных образований) динамике численности населения соответствующих территорий. Выявлено, что заявленные в стратегиях планы по созданию рабочих мест и динамике жилищного строительства часто не соответствуют существующим тенденциям изменения численности населения. Самые существенные несоответствия наблюдаются в регионах с быстрым сокращением численности населения или существенным ростом количества жителей. Так, в регионах Дальнего Востока России численность жителей сокращается, что затрудняет их экономическое развитие. В Московской области, наоборот, демографическое развитие обгоняет рост экономики, и в перспективе это приведет к росту безработицы. Подтверждено, что реализовать стратегии экономического развития регионов страны можно только с учетом динамики демографического потенциала.
