Abstract:

The paper analyzes the strategic initiatives proposed by the Bank of Russia for the development of the Russian financial market in 2016-2018. The basic tools and mechanisms to ensure the stability of the Russian financial market as well as the basic risks and constraints in the implementation of the strategic document developed by the Bank of Russia, including the road map, are discussed. Measures for the institutional reformation of the financial market and its regulation are described. The authors’ view on the key aspects of the domestic financial market development in the forthcoming three-year period is expressed and the expert opinion on the success of such measures in terms of their ability to ensure its stable operation is provided.

Статья посвящена анализу стратегических инициатив Банка России по развитию российского финансового рынка на 2016-2018 гг. Рассмотрены основные инструменты и механизмы обеспечения стабильности функционирования российского финансового рынка, а также базовые риски и ограничения в процессе реализации разработанного Банком России стратегического документа, включая план мероприятий (дорожную карту). Отражены меры по институциональному преобразованию финансового рынка и его регулированию. Представлена точка зрения авторов по ключевым аспектам основных направлений развития отечественного финансового рынка на ближайшее трехлетие и приводится экспертное мнение о перспективах их реализации с позиции обеспечения его стабильного функционирования.
