Abstract:

The common environment and climate conditions, geographical proximity, similar production factors, the culture and traditions of consumption form the basis for the development of cooperation in the food security issues between the countries within regions. Since the state of food security is affected by many factors the international economic cooperation in this area at the current stage is characterized by its complex multi-level nature. The regional economic cooperation basically includes establishment of infrastructure facilities, increasing the investment efficiency, optimization of trade and political conditions for the expansion of the regional trade in agricultural raw materials and food, the use of transboundary resources, more flexible risk management policies, joint R&D in the agrifood sector, exchange of experts and training in modern technologies. It has been found that in some world regions there are sectoral differences concerning the cooperation in the food security improvement. The most visible are discrepancies in the aquaculture sector, the grain and the poultry industries. The Russian interests in the international cooperation on food security are focused at the regional level in Europe and Asia, at the subregional level, primarily, in the EAEU, at the trans-regional level in BRICS. The economic efforts are directed at the supply of agricultural raw materials and food, mainly, at improving the efficiency of the agricultural sector and integration into global value-added chains.

Объективной основой для развития взаимодействий стран по вопросам продовольственной безопасности в рамках регионов является общность природно-климатических условий, географическая близость, наличие схожих производственных факторов, культура и традиции потребления. Поскольку на состояние продовольственной безопасности влияют множество факторов, главной чертой международного экономического сотрудничества в этой сфере на современном этапе является его комплексный многоуровневый характер. Основными формами регионального экономического сотрудничества являются создание инфраструктурных объектов, повышение эффективности инвестирования, оптимизация торгово-политических условий для расширения региональной торговли сельскохозяйственным сырьем и продовольствием, использования трансграничных ресурсов, более гибкое управление рисками, совместное развитие научных исследований в агропродовольственной сфере, обмен специалистами и обучение современным технологиям. Выявлено, что в отдельных регионах мира прослеживаются отраслевые различия сотрудничества по улучшению состояния продовольственной безопасности. Наиболее заметны изменения в секторах аквакультуры, зерновом, в птицеводстве. Российские интересы международного сотрудничества по тематике продовольственной безопасности сосредоточены на региональном уровне в Европе и Азии, на субрегиональном - преимущественно в ЕАЭС, на трансрегиональном - в БРИКС. Основной экономической целью при этом является воздействие на сферу предложения сельскохозяйственного сырья и продовольствия, главным образом на повышение эффективности аграрного сектора, а также на включение в глобальные цепочки добавленной стоимости.
