Abstract:

The paper describes the main tools used by federal authorities and local governments to support the activities of socially oriented non-profit organizations aimed at solving social problems and the development of civil society in Russia. The problems addressed include the cooperation of regional authorities and the institution of socially oriented non- profit organizations in the Smolensk region. The sociological study shows that an important public sector has been established in the region that provides social services needed by society as well as financial or social support to most vulnerable members of society. Based on the results of the study an information-analytical database was created that contains information on the activities of socially oriented non-profit organizations in the region as of 2015. The data of the information array lays the scientific basis for a system of measures to support the development of socially oriented non-profit organizations.

В статье приводятся основные инструменты поддержки органами государственной власти и местного самоуправления деятельности социально ориентированных некоммерческих организаций, направленной на решение социальных проблем, развитие гражданского общества России. Рассматриваются проблемы взаимодействия органов региональной власти и института социально ориентированных некоммерческих организаций в Смоленской области. Проведенное социологическое исследование показало, что в регионе сформирован достаточно весомый общественный сектор, оказывающий необходимые обществу социальные услуги, финансовую или социальную помощь наименее защищенным членам общества. В результате проведенного исследования создана информационно-аналитическая база о деятельности социально ориентированных некоммерческих организаций на территории региона за 2015 г. Данные информационного массива формируют научную основу для разработки системы мероприятий, направленных на поддержку развития социально ориентированных некоммерческих организаций.
