Abstract:

The paper discusses measures to improve government programs. The subject of research is the current state of government programs and the methodological support of the budget planning using program-based approaches. The purpose of work was to reveal the main shortcomings of the government programs that prevent the effective use of program approaches in the Russian practice of budget planning and determine the measures towards overcoming them. It is concluded that the existing shortcomings of government programs hamper the effective implementation of program approaches in the budget process and ultimately contribute to discrediting the idea of performance budgeting. Based on the research findings and the foreign experience recommendations aimed at overcoming the existing shortcomings of government programs and approaches to their implementation are given.

В статье рассматриваются меры по совершенствованию государственных программ. Предмет исследования - текущее состояние государственных программ и методологического обеспечения бюджетного планирования с применением программных подходов. Цель работы - выявление основных недостатков государственных программ, препятствующих эффективному применению программных подходов в российской практике бюджетного планирования и определение мер, направленных на их преодоление. Сделаны выводы о том, что существующие недостатки государственных программ создают серьезные препятствия на пути эффективной реализации программных подходов в бюджетном процессе и в конечном счете способствуют дискредитации идеи программно-целевого бюджетирования. По результатам проведенного исследования на основе зарубежного опыта даны рекомендации, направленные на преодоление существующих недостатков государственных программ и подходов к их реализации.
