Abstract:

A set of indicators characterizing humanization of regional economic development is described with the emphasis on the human capital. The paper presents its modern concept, describes the relationship between this category and other economic concepts, highlights the existing approaches to human capital measurement and HC evaluation methods and discusses their advantages and disadvantages. The representative (index-based) method was chosen for the human capital assessment as the most appropriate for interregional comparisons. Specific features of indices used for the human capital evaluation in the Russian regions are identified; the interrelation between the human capital development and the gross regional product growth as well as between the HC and the competitiveness of a region is established. An analysis of key indices used in measuring the value of the regional human capital is made.

В статье обозначена совокупность индикаторов гуманизации регионального экономического развития, сделан акцент на одном из них - человеческом капитале, представлено его современное понятие, отношения данной категории с другими экономическими понятиями, выделены сложившиеся подходы измерения человеческого капитала и методы оценки, показаны их преимущества и недостатки. Выбран наиболее адекватный для проведения межтерриториальных сравнений метод оценки человеческого капитала - представительный (индикаторный). Отмечены особенности показателей оценки человеческого капитала в регионах РФ, установлена взаимосвязь между уровнем развития человеческого капитала и важнейшим критерием регионального развития - валовым региональным продуктом, а также конкурентоспособностью региона. Представлен анализ наиболее актуальных показателей в диагностировании состояния регионального человеческого капитала.
