Abstract:

The paper describes the mechanism for providing open, accessible and transparent information regarding the public finance management by the US example. The practical application of the public finance management principles, given the process is open and transparent, brings together the interests of the authorities and civil society in terms of budget appropriations so that limited budget resources are allocated for the needs of social and economic development of the country. The approaches to the public finance management in the USA discussed in the paper make it possible not only to develop theoretical scenarios of the process but also to solve practical problems of assessing the effectiveness of decisions made to ensure the openness and transparency of the public finance management in Russia.

В статье рассматриваеся механизм обеспечения открытой, доступной и прозрачной информации об управлении общественными финансами на примере США. Применение на практике основных принципов управления общественными финансами, предполагающих открытость и прозрачность этого процесса, позволяет сближать интересы властных структур и населения в лице общественности в части распределения ограниченных бюджетных ресурсов и их направления на цели, наиболее соответствующие потребностям социально-экономического развития страны. Рассматриваемые в статье подходы к управлению общественными финансами в США позволяют создавать не только теоретические конструкции четкого и последовательного выстраивания этого процесса, но и решать практические задачи оценки эффективности принимаемых решений по обеспечению открытости и прозрачности управления общественными финансами в России.
