Abstract:

The paper addresses an important problem of regional development related to reducing inter-regional disparities in the provision of public goods and the socio-economic development through inter-budgetary transfers. The purpose of the study was to determine whether reduction of inter-regional disparities could be achieved through inter-budgetary equalizing transfers. The calculations of inequality indices and assessment of the effect of transfers were based on the data of 79 Russian Federation subjects for the period of 1995 to 2013. The results obtained revealed specific trends in the development of the forms of inter-budgetary transfers that could be taken into account by government authorities responsible for the planning and implementation of the federal fiscal policy as a supplementary tool of the financial mechanism for the purpose of influencing different characteristics of households and the nature of poverty in Russia.

Статья посвящена актуальной проблеме регионального развития - сокращению межрегиональных диспропорций в обеспечении населения общественными благами и уровне социально-экономического развития за счет межбюджетных трансфертов. Цель статьи - определить, достигается ли за счет межбюджетных трансфертов и дотаций на выравнивание бюджетной обеспеченности сокращение межрегиональных диспропорций. Расчеты показателей неравенства и оценка влияния дотаций производились по данным 79 субъектов Российской Федерации за период с 1995 по 2013 г. На основании полученных результатов обозначены тенденции развития форм межбюджетных трансфертов, которые могут рассматриваться государственными органами, ответственными за планирование и реализацию федеральной финансовой политики в качестве дополнительных инструментов финансового механизма в целях воздействия на различные характеристики домохозяйств и характер бедности в России.
