Abstract:

The paper deals with methodological approaches to the development and use of budgetary rules in the budget process in the context of transition to a counter-cyclical budgetary policy, ensuring financial stability and economic growth. The object of the study is budgetary rules as a budgetary policy tool. The scope of the study includes issues of updating the existing budgetary rules and their resistance to various shock phenomena in the economy. The purpose of the study was to determine the guidelines for budgetary rules as a tool of budget sustainability and financial stability. The paper concludes that the transfer to the next generation budgetary rules counter-cyclical in nature and capable of smoothing out various economic shocks is needed. It is proposed that the current budget balance rule should be reformed by calculating the target value of the structural deficit of the federal budget, refining the method for calculation of the base oil price, and using the rules of the federal budget deficit funding by the money of sovereign wealth funds.

Статья посвящена рассмотрению методологических подходов к формированию и использованию бюджетных правил в бюджетном процессе в условиях перехода к контрциклической бюджетной политике, обеспечения финансовой стабильности и экономического роста. Предмет исследования - бюджетные правила как инструмент бюджетной политики. Тематика статьи охватывает вопросы корректировки действующих бюджетных правил и их устойчивости по отношению к различным шоковым явлениям в экономике. Цель работы - определить направления развития бюджетных правил как инструмента бюджетной устойчивости и финансовой стабильности. В статье сделан вывод о необходимости перехода к бюджетным правилам следующего поколения, имеющим контрциклический характер и способным сглаживать различные экономические шоки, а также сформулированы предложения для органов государственной власти по трансформации действующего правила бюджетного баланса путем расчета целевой величины структурного дефицита федерального бюджета, уточнения способа расчета базовой цены на нефть, правил финансирования дефицита федерального бюджета за счет средств суверенных фондов.
