Abstract:

The implementation of the strategic goals of the Russian Federation development implies optimization of federal and local government expenditures, including the provision of inter-budget transfers to budgets of the Russian Federation subjects and municipalities. The subject of research is the mechanism for financial support of socio-economic development of territories and improvement of the life quality through the provision of inter-budget transfers from the federal budget. The purpose of research was to evaluate the feasibility of the volume and structure of transfers from the federal budget in terms of their compliance with the tasks of the Russian federal programs for 2013-2020. It is concluded that the budgetary policy does not match the development policy objectives; the reasons for non-compliance are identified; measures to improve the equalizing capability of inter-budgetary transfers in the financial support of social and economic development of Russia are proposed.

Реализация стратегических целей развития Российской Федерации предполагает оптимизацию государственных и муниципальных расходов, в том числе по предоставлению межбюджетных трансфертов бюджетам субъектов Российской Федерации и муниципальных образований. Предметом исследования является механизм финансовой поддержки социально-экономического развития территорий и повышения качества жизни граждан посредством предоставления межбюджетных трансфертов из федерального бюджета. Цель работы - дать оценку реалистичности объемов и структуры предоставляемых межбюджетных трансфертов из федерального бюджета задачам государственных программ Российской Федерации на 2013-2020 гг. В результате исследования сделан вывод о расхождении бюджетной политики и поставленных программных задач, сформулированы причины несоответствия, предложены меры по повышению выравнивающей составляющей межбюджетных трансфертов в финансовом обеспечении социально-экономического развития России.
